On 5 June 2024, the Competition Authority participated in the hearing before the Committee on Economy and Finance of the Albanian Parliament, to report on its activities for the year 2023. The Competition Authority was represented by Chairman Mr. Denar Biba, Deputy Chairwoman Ms. Leida Matja, and members of the Competition Commission, Ms. Rezana Konomi Perolla, Mr. Durim Kraja, and Ms. Fatjola Delija.
During this hearing, Mr. Biba presented the annual report, highlighting the main achievements of 2023 and the implementation of the recommendations set forth in the Resolution of the Parliament of the Republic of Albania. He informed the Committee that the Competition Commission has taken 93 decisions, conducted 15 monitoring activities, and carried out 8 investigative procedures in sensitive markets with a direct impact on consumer welfare. Additionally, in the frame of advocacy, the cooperation within and outside the country were intensified through 5 activities, including one international conference, one meeting with the academic community in Tirana, and three workshops with the business community. The Authority fulfilled 100% of the National Plan for European Integration 2023-2025, by approving within the set timeframes, three sub-legal acts in full compliance with European competition legislation.
Ms. Antoneta Dhima, as the rapporteur for the Committee on Economy and Finance, reported on the implementation of the recommendations given in the Resolution “On the assessment of the activities of the Competition Authority for the year 2022”, no. 1094/2, dated 22.06.2023, and proposed the respective recommendations for the year 2024. The session continued with questions from the members of the Committee on Economy and Finance, which Mr. Biba and other members of the Competition Commission addressed by clarifying the investigative procedures, monitored markets, and steps taken by the institution to ensure free and effective competition in the market.
The Chairman of the Committee on Economy and Finance, Mr. Eduard Shalsi, expressed appreciation for the activities of the Competition Authority, while also emphasizing the need for better inter-institutional cooperation.
