In the framework of promoting the culture of competition, protecting free and effective competition in the market and effectively combating agreements in offers in public procurement procedures, the Competition Authority held today, on June 6, the Workshop with the Association “Trade Union of Albania” with the theme “Agreements in Offers in Public Procurement Procedures Pursuant to Law no. 9121, dated 28.07.2003 “On the Protection of Competition”.
In his speech, the Chairman of the Competition Authority, Mr. Denar Biba, presented to the guests, the main specifics of the legislation for the protection of competition, the need for a proactive role of the CA in the function of control, detection and punishment of prohibited agreements in public procurement , as well as specific cases from the Authority’s activity related to previous investigations in the public procurement market, in an interactive conversation with participants from the business world.
This workshop was greeted by Mrs. Mira Pogaçi, Executive Director of the Association “Trade Union of Albania” who in her speech appreciated the cooperation of the Competition Authority for the smooth functioning of the market for ensuring free and effective competition in the market for the improvement of public procurement procedures. Representatives from the Public Procurement Agency also participated in this workshop.
Also, representatives of the Competition Authority presented in detail to those present, presentations on “Agreements in offers in public procurement procedures in the sense of law no. 9121, dated 28.07.2003 “On the Protection of Competition”; Competition Compliance Program and introduction to the Leniency Program.
This activity served to strengthen the legal framework for the protection of free and effective competition for the proper functioning of the market, especially in matters such as public procurement, as well as the increase of cooperation between the Competition Authority, the association “Trade Union of Albania” and the business world, with aimed at identifying ways and means to address cases of prohibited agreements in public tenders, raising awareness to minimize secret anti-competitive practices in procurement markets, taking joint initiatives to improve the knowledge of representatives of Contracting Authorities, etc.
