Within the framework of the Institutional Partnership Project between the Competition Authority and the German Government to strengthen the enforcement of competition law in support of the European integration process, supported by the German Federal Ministry for Economic Affairs and Energy, Bundeskartellamt, and GIZ, a delegation from the Competition Authority of the Republic of Albania conducted a study visit to Bonn, Germany, on June 10–11, 2026.
The Albanian delegation was led by the Chairman of the Competition Authority, Mr. Denar Biba, and included members of the Competition Commission, leaders and experts of the institution, as well as representatives of legal firms and the academic community.
The visit program included meetings and working sessions with leaders and experts from Bundeskartellamt, representatives of the German Federal Ministry for Economic Affairs and Energy, academics from the University of Bonn, and specialists from other federal institutions.
During the visit, issues related to the organization and functioning of the Bundeskartellamt, current priorities of German competition policy, investigation of cartel agreements, as well as the enforcement of competition law in the digital economy were addressed, focusing on the Digital Markets Act (DMA) and the supervision of major technology platforms.
The delegation also held meetings with representatives from the academic world and the German legal profession, where experiences were exchanged regarding the latest developments in jurisprudence and competition practice in Germany and the European Union.
At the University of Bonn, the delegation was introduced to the activities of the Center for Advanced Studies in Law and Economics (CASTLE), while special attention was given to addressing unfair trade practices in the food chain and the German experience in this field.
As part of the program, a working session was also held with the team of the Bundeskartellamt’s Chief Economist, where contemporary methods of economic analysis, the use of econometric instruments, and the role of data analysis in competition investigations were discussed.
The visit represents an important step in strengthening inter-institutional cooperation with the Bundeskartellam and in adopting the most advanced European practices in the field of competition protection. The Competition Authority remains committed to enhancing professional and institutional capacities, aiming to guarantee competitive markets and support the country’s European integration process.
