Mr. Denar Biba was elected chairman of the Competition Authority Commission by Decision no. 87/2021 dated 9.12.2021, of the Assembly of the Republic of Albania.
Mr. Biba graduated from the Faculty of Law, University of Tirana in 1999. He completed his Master studies in “Southeast European Studies” at the National and Kapodistrian University of
Athens, Greece (2000). Since 2017, Mr. Biba holds the scientific degree “Dr.” in legal sciences, in the field of public and constitutional law.
His professional career started at the Ministry of Justice as a specialist in the Directorate of Judicial Organization and, in the period 2001-2002, as Head of the Sector of International Agreements and Jurisdictional Foreign Relations in this Directorate.
In the period 2002-2005, Mr. Biba worked as Head of the Public Relations Directorate at the Constitutional Court and then as a Legal Advisor to the panel of judges of the Constitutional Court,
in the period 2005-2010. He also has experience as an independent expert in the field of drafting legal acts, where he has been part of the group of international experts for drafting legislation on the organization and functioning of the Constitutional Court of the Republic of Kosovo.
In 2009, Mr. Biba was an intern at the European Court of Human Rights, in Strasbourg, France, and in the period 2011-2012 he worked as a Legal Assistant in the Supreme Court.
In the period 2016-2017, Mr. Biba was elected Chairman of the Central Election Commission. He has a long professional experience at this institution, where he has also exercised the function of Deputy Chairman of the Central Election Commission, respectively in the periods 2012-2013, 2015-2016, and 2017-2020. In the years 2013-2014, he held the position of Chairman of the Public
Procurement Commission.
Mr. Biba, from 2001 onwards, has a long-term academic contribution with his employment, initially as a Lecturer at the Faculty of Social Sciences at the University of Tirana, in the years
2001-2004, and then as a Lecturer of Constitutional Law at the non-public universities “Luarasi”, “European University of Tirana”, and “Illyria”, during the years 2003-2020. He also worked as an expert at the School of Magistrates, in the period 2018-2019.
In his professional career, Mr. Biba has exercised the function of liaison officer of the Constitutional Court of the Republic of Albania with the Venice Commission, and has represented
this institution in the task force group of the Albanian government in the procedures and negotiations for the signing of the Stabilization and Association Agreement with EU. He has also represented the Ministry of Justice in various working groups for important legislative ratifications in Albania and also the Republic of Albania in the Moscow Mechanism.
Mr. Biba has contributed extensively in the field of Albanian jurisprudence with the publication of books, studies, scientific and journalistic articles, and has been a participant in many
international trainings.
