The Competition Authority has decided to open preliminary investigation proceedings against the undertaking SHPRESA – AL SHPK in the urban transport market in the Municipality of Kamëz.
This decision was taken following complaints submitted to the Competition Authority and concerns made public in the media regarding the increase in ticket and subscription prices for urban transport.
The preliminary investigation aims to analyze the conditions of free and effective competition in the urban transport market in the Municipality of Kamëz, in particular for the following routes:
Kamëz – Tirana – Kamëz
Paskuqan – Babrru – Tirana
Based on the official documentation administered, it appears that the undertaking SHPRESA – AL SHPK is the only licensed operator providing urban transport services on these routes and therefore holds a dominant position in the market within the meaning of the Law “On the Protection of Competition”.
From the preliminary assessment carried out by the Competition Authority, it appears that no comprehensive economic or financial analyses have been administered to demonstrate that the increase in ticket and subscription tariffs is supported by actual cost increases, is economically necessary, and is justified on the basis of objective market conditions.
The preliminary investigation will cover the period from 1 January 2025 to 12 December 2025, with the aim of assessing whether the conduct of the undertaking SHPRESA – AL SHPK may constitute a restriction, distortion, or prevention of competition, within the meaning of Law No. 9121/2003.
The Competition Authority will continue to process the case and will inform the public of the results of the procedure and any further decision-making.
